Two men, both 20 and of Runley Road, are now charged with the murder of a 19-year-old on Dallow Road on 18 September. The force statements, and the road's record.
A 20-year-old man has been charged with murder after a 19-year-old man died on Dallow Road on Friday night. Bedfordshire Police say Mohammed Hussain, of Runley Road, Luton, was due at Luton Magistrates’ Court today, Monday 21 September, and has been remanded into custody.
Update, 28 September 2026: a second man has now been charged with murder. Bedfordshire Police said that on the morning of Wednesday 23 September, “Syed Shah, 20, of Runley Road, Luton, was charged with murder and subsequently remanded into custody”. The force said he would appear at court for a further hearing on Friday 25 September. Detective Inspector Caeva Taylor said: “Whilst two men have now been charged, our enquiries are ongoing and we continue to appeal for anyone with information who has not yet spoken to police to come forward.” Both men are charged, not convicted, and the case is active.
Update, 24 September 2026: a second man has been arrested. Bedfordshire Police said at 14:00 on 22 September that “a second man has been arrested on suspicion of murder following the fatal road traffic collision in Dallow Road, Luton last Friday (18 September)”, and that “a man in his 20s is currently in police custody for questioning”. The force has not named him and an arrest is not a charge. Detective Inspector Caeva Taylor said: “Our thoughts remain with the victim’s friends and family at this time. Our investigation into this incident continues and we are still appealing for anyone who has information, doorbell or dashcam footage from the area around the time of the offence to come forward.” The reference is still Operation Stormwell.
Officers were called to Dallow Road shortly after 10.50pm on Friday 18 September, after a report of a road traffic collision. They found a 19-year-old man with serious injuries. Emergency services treated him at the scene, and he was pronounced dead a short time later.
The force said on Saturday that the collision involved a car and an e-bike, and that a man in his 20s had been arrested on suspicion of murder. The investigation is being run by the Bedfordshire, Cambridgeshire and Hertfordshire Major Crime Unit under the name Operation Stormwell.
Detective Inspector Caeva Taylor, of the Major Crime Unit, said: “This was a dreadful incident and our thoughts are with the victim’s friends and family at this time.
“Our team is still working around the clock to work out exactly what happened in the build-up to and after this incident and we believe there are people with information who can help with our investigation.
“I’m asking them, or anyone who has any further information about the incident, to contact us.”
The force has not named the man who died, and has not said where on Dallow Road the collision happened. A murder charge has been brought, which means the case is now before the courts. Nobody has entered a plea, and nothing about how the collision happened has been tested in evidence.
What the force has asked for
Bedfordshire Police is appealing for anyone who saw the collision, or who has footage of it, to come forward. It asked specifically for:
- witnesses to the collision or to what happened before and after it
- CCTV from nearby homes and businesses
- dashcam footage from drivers on Dallow Road on Friday evening
- doorbell camera footage
When it announced the arrest, the force also asked people not to post videos of the incident on social media, and to send them to officers instead, because the footage could be evidence.

Dallow Road’s own collision record
Dallow Road runs for about 1.7 miles across the west of Luton, from Dunstable Road in Bury Park out to Kingsway, crossing more than twenty side streets on the way. Measured from OpenStreetMap geometry, it is one of the longer through routes on that side of the town.
The Department for Transport’s STATS19 road casualty statistics record every collision reported to the police in which somebody was injured. Filtering the last five years of that data to collisions within 20 metres of Dallow Road gives a picture nobody has published locally:
- 52 injury collisions between 2021 and 2025
- 64 people hurt: 6 seriously, 58 slightly
- nobody killed in those five years
- 21 of the 64 were pedestrians, and 7 were children under 16
- 6 were on a pedal cycle, aged between 16 and 62
The yearly totals were 11 in 2021, 13 in 2022, 14 in 2023, 6 in 2024 and 8 in 2025.
Across the whole borough, 168 injury collisions in those five years involved a pedal cycle. Of the 166 cyclists hurt, 37 were seriously injured and none was killed. Luton as a whole recorded 13 fatal collisions over the five years: one in 2021, three in 2022, six in 2023, two in 2024 and one in 2025.
Two limits are worth saying plainly. STATS19 counts only collisions reported to the police in which somebody was injured, so damage-only crashes are missing. And it has no separate category for an e-bike: a legal pedal-assisted bike is logged as a pedal cycle, while a more powerful machine is logged as a motorcycle, so the national data cannot isolate them. A death being investigated as murder may not end up in the road casualty figures at all.
What is recorded on the road already
Street-level data from police.uk, which Bedfordshire Police supplies, records 78 crimes on or near Dallow Road in the 24 months to July 2026, the most recent month published. Violent crime accounts for 32 of them, anti-social behaviour 13 and drug offences 10.
The recent trend is downwards. There were 32 recorded crimes on the road in the 12 months to July 2026, against 46 in the 12 months before that.
What it means for you
If you were on Dallow Road on Friday evening, the force wants to hear from you even if you think what you saw was minor. Dashcam and doorbell footage is the point: most systems overwrite themselves on a loop of a few days to a few weeks, so footage from Friday night may already be at risk. Save the file off the device before you contact anyone.

Because two men have been charged, the case is active under the Contempt of Court Act. Anything posted publicly about it, including on local Facebook groups, can prejudice a trial.
